I propose moving this category in order to place here articles not only about violations of Human Rights in the territory of USA, but also articles about Human Rights violations done by USA in other places. For example it would be good to place here Atomic bombings of Hiroshima and Nagasaki.

Human rights abuses by the United States would only include abuses by the US government per its wording, and would probably include those outside of the country. Human rights abuses in the United States includes abuses done by the US government only in its borders and abuses done by other groups in its borders. I don't know if a move is the right solution for this, mostly because they sound like two very different categories, one related to the government and the other related to the general area.
