The values for Harris County are estimations based on the entire county's popular vote offset by each district's relative partisanship. The 8th district is assumed to be 10 percentage points more Democratic than Harris County, whereas the 22nd district is assumed to be 10 percentage points more Republican than Harris County. These percentage offsets are based on the US House results in these districts from the 1960 election.
