Awarded to military and civilian personnel of the Russian Ministry for Emergency Situations, as well as citizens of the Russian Federation for merit and personal contribution to the development and improvement of activities in the field of Civil Defence, Civil Protection, and territories from emergencies, fire safety and water safety.
