Though this image is subject to copyright, its use is covered by US fair use laws, and the stricter requirements of Wikipedia's non-free content policies, because:

1. It is an historical photo of a location which has played a significant role in international relations.
2. It is of much lower resolution than the original and has been cropped. Copies made from it will be of inferior quality.
3. The photo is only being used for informational purposes.
4. Its inclusion adds significantly to the article, because it offers insight into the scale of activity that occurs inside a building that outwardly looks dormant.
5. It is not replaceable with an uncopyrighted or freely copyrighted image of comparable educational value.
