Such sites host a mixture of content created by the US federal government (public domain) and content created by businesses and private individuals (a wide variety of free and unfree licenses). In particular, images like this of damage caused by severe weather are often provided by county Emergency Management teams, sheriffs', and other emergency services. Copyright and licensing details of such third-party files is usually set out in the image captions. Unfortunately, the page it was sourced from was unpublished many years ago, and this image is not found in any of the Internet Archive snapshots of that page (including one that was taken around the time this image was uploaded to the Commons. We therefore do not have access to its copyright and licensing information (if it truly came from that page to begin with...) I have contacted the NWS office that published the image, and they do not know where it came from. It is not among their collection of damage photos for this particular event. (VRT ticket:2024101610013008) Because we cannot verify that it is (or was ever) available under a free license, we must delete as a precaution unless the precise source and evidence of permission can be found.
