English: Except from the Fatwa-i-Razaviya, Volume 21
If it is supposed that autonomous governance, in its literal meaning, is granted, then the time is even more difficult. Pay heed, at this time in which the country is not in their hands, how many obstacles they place for your religious symbols. Day and night they remain struggling, and due to their abundance of numbers and abundance of wealth, they are a little successful. When authority shall be in their hands, what can be guessed of that time? For example, at this time ritual slaughtering [qurbānī] occurs with restrictions and limitations, them being placed is also a cause of agitation for the Hindus, at that time they shall make it a crime worse than murder of a human and Muslims will have to stop this religious symbol of theirs under compulsion.
Shall the [British] government grant you alone the country, that you shall implement only the laws of Islām? This is not possible. Nor shall they alone be granted it, then you shall have to share, or you shall have to divide the country, that in one part you implement Islamic laws, and in one part they implement their religious laws which are laws of kufr from the aspect of your Sharīáh.
In the event of the second, it is apparent that no Indian city is free from Muslim population, then upon those hundreds of thousands of Muslims you have implemented laws in opposition to your pure Sharīáh with your united effort and you shall be responsible for that, also you will have earned the mark of:
“Those who do not judge by that which Allāh has revealed, then they are the infidels…they are the oppressors…they are the transgressors.”
In the event of the first, shall the Hindus agree that the country be shared and that the laws be solely the laws of Islām? Certainly not! Eventually you shall have to agree with them in one law or another that is in opposition to Islām, and with your expansive agreement you shall have to make the Muslims be bound to it and you shall receive the reward of those three addresses from the Qur’ān.
This is all in the case that dispute does not arise, and if it does break out, and experience informs that it certainly shall, if at that time the Hindus, as per their habit, play innocent and place all the blame upon your heads, then who shall be responsible for raising mischief in the land and opposing the Divine command, “Do not throw yourselves into destruction”, placing the lives and honour of yourselves and of hundreds of thousands of innocent Muslims in danger?
May Allāh grant correct understanding! Āmīn.
And Allāh subĥānahū wa táālā knows best.
