The reason given is: The Great Seal of Scotland is an official seal in the public domain, and a seal held by the government to sign letters patent. It is unclear how an individual can obtain such a professional photograph of the Great Seal without gaining access to the facility in which it is held. A browse online has not found any free alternative images of the Great Seal of Scotland. The image has been appropriately listened under an official seal non-free copyrighted licence indicating no free alternative is available for usage. Additionally, the Treason Act 1708 make its an act of treason to formally counterfeit the seal or to replicate or amend it in anyway.
