"We are in the literal and symbolic heart of a famous and prosperous American city. Scores of citizens from every walk of life throng the scene at Sixth and Chestnut Streets. It is a quarter before noon on a warm summer day (see the clock on the tower and the open windows of the Philadelphia County Courthouse--now known as Congress Hall--at the right). The painted sides of the public carriage announce that it runs along Chestnut Street, ... while an up-to-date horse drawn streetcar is coming into view at the right along tracks laid in 1858 on Sixth Street.

... A black child with dog and basket stands slightly apart from two white boys with their delivery cart. In front of them stand a pair of handsomely dressed ladies and their equally elegant escort; a little behind them is the distinctive figure of an Italian immigrant peddler ... Another immigrant ... strolls with his family in the left center foreground.

Although the facades of all the buildings except the courthouse are obscured by trees, Richardt has included the top of the Jayne Building in the distance at the left, beyond the classical portico of the former Second Bank of the United States. ... At the center the tower and spire of Independence Hall rise dramatically ... spotlighted, together with the flag, by shafts of sunlight breaking through dark clouds."
