Dans le souci de maintenir la souveraineté, l’autorité et le prestige de la France, les émissions philatéliques (ainsi que les marques postales) font preuve d’un « maréchalisme » exacerbé (révolution nationale, secours national…). En effet, le vice-amiral Decoux, promu en juillet 40 à la tête de l’Indochine est un fervent partisan de la « Révolution Nationale »: gaullistes, communistes, juifs, francs-maçons sont persécutés.
Coupée de l’approvisionnement de timbres imprimés en France, l’Indochine doit réaliser sur place ses propres émissions, à partir d’octobre 1941.
En aout 44, l’Amiral Decoux ordonne la suppression la suppression de la légende « État Français » (ou E.F.) sur les timbres imprimés localement.
