Photographed in front of the Redstone test stand are Dr. William R. Lucas, MSFC Center Director from June 15, 1974 until July 3, 1986, as he is accepting a certificate of registration from Madison County Commission Chairman James Record, and Huntsville architect Harvie Jones.
