Mr. Barbie has died. This was an official Bolivian government ID, it would be next to impossible to recreate.
Minimal use (WP:NFCC#3) Used only to identify the subject in a Wikipedia article.
Respect for
commercial opportunities
(WP:NFCC#2)
Very low resolution image, about 300x200 pixels. Black and white image, cannot be used to forge an official Bolivian government ID card which would be in color. The image of Mr. Barbie is highly unlikely to be used by another individual to fake an ID card. This card likely has little to no commercial value, and a low resolution image of the card has almost no commercial value.
Other information The subject of the photograph has been deceased since: 1991

The image was reproduced from a book. A Google image search turns up very few other copies of this image, it is of historical interest.
