Immediate source: DVD of the TV show "Kindred: The Embraced".

Use in article (WP:NFCC#7) Mark Frankel
Purpose of use in article (WP:NFCC#8) The article is about a British actor who died prematurely in 1996 before making a big name. Since the actors are usually recognized by their faces, having at least one photo on their Wiki page seems fair reason to post this photo on Mark Frankel's page. Since the actor is not much known, I could only get a screenshot from one of his TV shows on DVD.
Not replaceable with
free media because
(WP:NFCC#1)
Only a photograph would serve this purpose, no other illustration can - since he was an actor mostly known for his face rather than just his name.
Minimal use (WP:NFCC#3) it will be used only in one article dedicated to "Mark Frankel" whose photo the image shows.
Respect for
commercial opportunities
(WP:NFCC#2)
It is a screenshot from one of the TV shows from 1996. Posting just one such screenshot would not harm any commercial opportunities of the owner of that TV show - it just shows the closeup of one of its leading actor who was mostly known for this particular role.
