Summary

Description

For me the interesting part of the photograph is the building work taking place in Millbank. Most of this north part of Millbank is owned by the Church Commissioners and the building under construction is the office of the Crown agents which was begun in 1912, so this may be 1912/13.

The area which was to become Victoria Tower Gardens is still occupied by wharves and Industrial units, the area was cleared by 1915.
