I was excited to find this very tiny arrowhead species (Sagittaria isoetiformis)? blooming in a shallow ditch along a trail at Jonathan Dickinson State Park. The flower of the quillwort arrowhead looks much like it's cousins (S. latifolia and S. lancifolia) but is MUCH smaller (~20mm)...positively petite. The leaves are thin. S. graminea is also listed as being found in the park but I think this is S. isoetiformis. I will have to try and go back for better photos of the plant.
