In 1908, San Fernando, Pampanga Primary and Intermediate School and Pampanga High School were established (B. Mendoza Street, Barangay Santo Rosario) the building was erected in 1916 under Municipal President Antonio Abad Santos and by Eusebius “Jay” Julius Halsema 1882-1945 district colonial engineer, Mayor of Baguio from 1920 to 1937 a Gabaldon School Buildings designed by William E. Parsons in Santo Rosario Poblacion, San Fernando, Pampanga
