Firstly, this cannot be replaced by a free version that has the same effect, since a free version does not exist. Secondly, this is technically a derivative work, since it has been changed from the original version, by cropping and altering. Third, it is from a partial screenshot of a TV programme, which is one of Wikipedia's valid criteria. Fourth, its presence is needed to support the critical discussion of the related article. Fifth, the TV show in question was made by Stephen J. Cannell who died half a decade ago, so I don't expect he minds too much. And Sixth, there are plenty of other similar examples on Wikipedia which passed the requirements, so I believe the precedent has been established to which this file conforms.
