Licensing problem

The description of the licensing terms in the Summary section and in the Licensing section are pretty contradictory, since the former says, "as long as credit is given to the author," while the latter says, "without any conditions." Also, while I only did a fairly cursory search of the photographer's website, and it could have been changed since January, I didn't turn up anything like the claimed licensing text.
