Partly free?

@Joe Roe:: Both Niger and Burkina Faso are marked as "partly free" in the latest Freedom House report, but only Niger is in blue on the map.

1. Is the blue color reserved to countries reported as "free", excluding "partly free" countries?
2. The maps might need updating?

@Syced:. The map data is from 2016, details here. It's probably due an update but I'm a bit swamped right now; you might ask at the map workshop. – Joe (talk) 20:52, 28 February 2019 (UTC)
