I'm very sure, that this picture has not been taken in 1944. This must been several years earlier. Why? In command of the IJN 2nd Fleet, Mr. Ito hold the rank of a Kaigun-Chujo (Vice Admiral). According to the IJN ranks, he must wear on both sides of the collar an insignia of 2 blossoms on a thick golden emblem. On the picture, his insignias have 3 blossoms with a black stripe on the emblem. (The stripe is hard to see, but it's there.) So, he must hold the rank of a Kaigun-Taisa (Captain). Because his poromotion to Kaigun-Taisho (Admiral) was after his death, there can't be a picture show him as full Admiral (insignia: 3 blossoms on a thick golden emblem).
