Why is the smallest scale at the top?

I am a scientist, yet it took me two minutes to grasp what the (40px wide preview) images showed me.

The cause for that is, that I expected the universe on top and the microcosm at the floor/ground level.

The movie Powers of Ten from 1977 does a "zoom up and out", so I might be biased.
