Peter Alexander Hay died in 1952, and according to the source page, this was painted in 1905, so it should be in the public domain under PD-old-70 for the UK and PD-US-expired for the US. If I click "Export to Wikimedia Commons", I get "Can't import file because at least one of its file revisions is hidden", so I'm not sure the best way to handle this.
