Replaceable fair use
editBeing a photograph taken at an exclusive event is not really a justification for non-free use. As explained in WP:ITSHISTORIC, photographs taken at historic, exclusive, special, etc. events are not automatically also considered to be historic or iconic; what needs to be shown is that the photo itself is described as such in critical commentary by reliable sources. Moreover, there are n special exemptions to WP:NFCC granted to C-Span per WP:NFEXMP; Wikipedia:CSPAN was a proposal that was never approved by the community. While it's possible that some screenshots taken from C-Span falls within the public domain and can be licensed as c:Template:PD-CSPAN, not all content broadcast on C-SPAN is automatically considered to be in the public domain for the same reasons as not all content found in US Government official websites is automatically considered to be within the public domain as explained in WP:PD#U.S. government works and per C-Span itself; moreover, if this can be converted to public domain, then there's no reason for it to be non-free and it cannot be kept as such since basically anyone can create a similar screenshot from the same footage and release under a public domain license. -- Marchjuly (talk) 02:38, 13 April 2018 (UTC)
