editI use the phrasing "legally issuable" because if the 4th circuit decision is not stayed, then clerks in WV, SC, and NC will be able to issue marriage licenses, even if these states will not immediately begin routinely offering same-sex marriage licenses. 0nlyth3truth (talk) 20:49, 28 July 2014 (UTC)
- I have received further clarity upon reading the talk page at https://en.wikipedia.org/wiki/File_talk:Samesex_marriage_in_USA.svg . The recent ruling is binding precedent upon NC, SC, and SV, but it is precedent, not a ruling, and hence it is speculation to assert that judges in NC, SC, and WV will affirm the precedent as opposed to overturn it (which is possible, but very unlikely). I will change these states back to grey, but leave VA blue. 0nlyth3truth (talk) 22:41, 29 July 2014 (UTC)
