resolution reduction

Please read the details regarding the upload of this picture, panoramic view in Japan is free for noncommercial use. Because it is only free for noncommercial use it cannot be uploaded to commons and was hence uploaded via fair use here. But there is no need for resolution reduction like in other (normal) fair use cases where no general free noncommercial use exists.--Kmhkmh (talk) 12:12, 15 May 2013 (UTC)

WP:NFCC#3b applies in full to all images which can't be used for commercial purposes. As this image can't be used for commercial purposes, it has to have a low resolution. --Stefan2 (talk) 12:40, 15 May 2013 (UTC)
