This diagram shows the design of 'the Lily' windmill. It is specific to this windmill and there is no other (free or non-free) diagram that covers this. There are other diagrams of windmills, but none that shows the actual design of the Lily. This diagram adds significantly to the article and allows the reader to learn about this specific windmill, which is the point of having a Wikipedia article about a specific windmill in the first place. The copyright holder (Pleun Markus Hitzert) is happy for this file to be on Wikipedia but wouldn't like this diagram to appear in for-profit publications, certainly not without being consulted first.
