I dispute that the template "non-free reduce" is required on this image.

The policy WP:IMAGERES state that the acceptable range is from 100k pixels (eg 400 x 250) at the low end, to "one dimension exceeds 1,000 pixels" at the "extreme high end of the range" which "likely require[s] a close review". This image is 600 × 377 with 226k pixels, so is in the lower side of the second quartile of that range, which seems acceptable. The reasonable reduction to this image would be to halve the pixels in each dimension, giving a 200 x 188 image with 38k pixels, a third of the stated low end of the acceptable range. 200 across is lower than the current default thumbnail, and with the coming of 4K screens the current 600 will be about what a thumbnail needs.
