Inconsistency in sub-state divisions

This map is inconsistent. Some sub-state divisions are shown separately (e.g. England, Scotland, Wales, and Northern Ireland) and some are not (e.g. the Länder of Germany). Showing these divisions or not is fine (though trying to fit in local and federal elections in one map becomes tricky and showing each local area as a separate state is misleading), but there ought to be one consistent approach.
