Licensing: "a work of the United States Federal Government"

Summary: "Author: George Grantham Bain" [Bain News Service]

Since this photo is part of the Bain News Service photograph collection, and NOT taken by a US Federal Government agency, the wording in that license section needs to be changed. A work may be in the public domain, but that doesn't transfer it's authorship.

FYI: Always use LOC images with caution. Even if a work is in the collection of the LOC (or any other library, museum, etc) the institution does not own the copyright to it. Without specifically reassigning it, copyright remains with the creator until such point that it passes into the public domain.
