@54nd60x: IP's see the message if they try to edit a CSS subpage for their own IP address. Logging out and clicking Special:EditPage/Special:MyPage/common.css shows it. Is it shown in other places? MediaWiki:Customcssprotected and MediaWiki:Sitecssprotected are shown in other places. The suggestion does not seem well suited for the IP case. Do we ever create CSS pages for IP's? And CSS isn't really a script. Parameters are passed to MediaWiki messages as $1, $2, ... translatewiki:MediaWiki:Mycustomcssprotected/qqq says it only gets $1. @54nd60x: A search for IPv4 CSS pages only found User:172.197.154.158/Monobook.css and User:69.115.251.52/monobook.css, created in 2004 and 2005 by the IP's when it was possible. I don't think an interface administrator would create a CSS page for an IP when other people may use the same IP, so it seems pointless to give them an edit request button. I think something like this would be better:

Unregistered users are not allowed to have CSS pages. You can make one if you log in to an existing account or create an account.
