Add the recently implemented "extendedconfirmed" protection level, as all protection levels apply to all pages, no exceptions.

@Xaosflux: Even though it will be rarely encountered, it may be unexpected for an administrator to set the create protection to "extendedconfirmed" (allow only established editors and administrators). Eyesnore 11:52, 9 April 2016 (UTC)

1. To standardize this with the standard protection warning and reduce ambiguity, replace "page" with "title" and "locked" with "protected" (so it reads "This title has been protected so only...")
2. It appears PROTECTIONLEVEL now returns user groups. So replace "editsemiprotected" with "autoconfirmed", "editprotected" with "sysop". – Train2104 (t • c) 16:27, 10 May 2017 (UTC)
