Major General Mohammed Rafie (Pashtu: محمد رفیع) was an Afghan communist and member of the People's Democratic Party of Afghanistan. Born around 1946 in Paghman, he was a Pashtun and served as an officer in the tank corps. After the Saur Revolution, he became Minister of Public Works but was removed from office in August 1978 by the Khalqi government. Rafie later held key positions, including Deputy Prime Minister and Politburo member. He served as Minister of Defense from 1979 to 1984 and 1986 to 1988. After the 1988 elections, Rafie became one of the vice presidents under Mohammed Najibullah.[1]
