Medal manufacturing

The article mentions the medal was "struck" by the Ottawa mint, is there proof of this? This medal was most definitely NOT struck (coined), it was cast by a sub contractor (lowest bidder), poorly filed then double and sometimes even triple plated to hide the flaws. Could the author of the lead in please confirm his writing... The Royal Canadian Mint would NEVER put out such a shabby product, even if they tried really hard.
