This is a 1907 whiskey advertisement, full page image available at Newspapers.com(subscription required), large image of ad at Archive.org via Find A Grave). Duffy's was sued many times (e.g., for libel and false advertising), due to various made-up alleged "endorsements" of their product, so the words in this advertisement are probably not actually attributable to Gen. Hamilton.
