meaning of KI 𒆠

The following passage; "The KI 𒆠 determinative was the Sumerian term for a city or city state." claims that KI 𒆠 means city or city state in Sumerian but the source referenced has it defined as "place; ground, earth, land; toward; underworld; land, country; lower, down below".
