I've renamed this article and added text. The correct name for the organisation was "The Council for Wales and Monmouthshire", as the Hansard reference I've cited makes clear. Davies and others refer to it as either the Council of Wales or for Wales (sometimes both on the same page, eg p.639 of the Penguin edition), or the Council of Wales and Monmouthshire (in the index), but we should try to be consistent and accurate here.
