editI only find poor sources about this person's life.
In summer 2015 an IP editor shared much of this information on the disambiguation page at Skene. There are no sources cited. I cited a hamster newsletter and an Albanian blog which are in agreement that this person was a British Consul to Syria. I have no idea how to find the source text for those secondary sources.
