I propose to move the current contents of John Howe to a new page, John Howe (illustrator), move the contents of John Howe (disambiguation) to John Howe and redirect John Howe (disambiguation) to John Howe, as per Wikipedia:Disambiguation#Generic_topic. I've not attempted anything this complex before so advice/help (e.g. "don't do it") would be appreciated.

Sounds like a reasonable proposal. You have seen WP:MOVE? Since this move will require admin support, you need to do a bit more. I just did a very similar thing with Talk:Vertigo following the instructions at Wikipedia:Requested_moves. Let us know if you need further guidance.
