Every source gives this name a little differently. "Le Thi Diem Thuy" is given by both the New York Times and by the Los Angeles Times. The all-lower-case form can at most be considered a pen name. But even the libraries and the booksellers do not use it.[1][2] More sources use a diacritic-free form than a form with diacritics. It is conventional to remove diacritics from Vietnamese names when they appear in English. If we do not use all-lower case, we might as well conventionalize all the way.
