editI failed to find a proper term in English. A "low-hanging" version "side production" is in fact ambiguous in application to the economy of the Soviet Union. There existed a legal concept of "side production" (побочная продукция), referring to goods manufactured in addition to the target production type of the enterprise. Usually it refers to the manufacture of consumer goods on the enterprises of, e.g., heavy industry, in particular at military-oriented enterprises during conversion in perestroika times.
