I removed the prod tag principally because there is no deficiency so irredemiable as to render the extant article unencyclopedic. Whilst I tend to favor the deletion of lists such as these as serving purposes better and more cleanly served by the subsuming of the text by categories (after all, one imagines generally that any individual/entity insufficiently notable for encyclopedic inclusion is generally insufficiently significant as to merit inclusion in a list; cf., though, the several strong arguments advanced for lists passim at Wikipedia:Categories, lists, and series boxes), there seems to be a consensus for the view that List of people from XYZ geographic region is an appropriate encyclopedic article (toward which, see, e.g., the uncontested existence of many such pages and of Category:Lists of people by U.S. state), such that, were one to support deletion exclusively or even principally in view of such lists' being unencyclopedic, an AfD (at which the community might weigh in) should be in order. Finally, the PROD suggested deletion to be in order because the article (such as it is) makes no assertion of notability of the individuals whom it comprises; whilst this is quite true, it is also, I think, rather plain that many (better than two-thirds, to be sure) of those listed are notable (i.e., we've an article apropos of them) and that a wikification, in order that they should be blue links, is in order (were the page indeed simply a collection of names of non-notable Rhode Islanders the wikification of which would simply present us with a good many red links, I'd think deletion to be appropriate notwithstanding that an encyclopedic article (list) might properly exist as this title, but I don't appreciate such a problem here. How notable do the people have to be to add to the list?
