Anybody else notice that this is just some machine translation seemingly of some other article on the program? There's no way this article meets wikipedias standards, I'll see if I can't find enough to fix it in my research.

Allow me to clarify, the introduction seems fine, the lower paragraphs however need cleaning up.

Ok, I find several issues with the first paragraphs, like Saline says this looks like a translated version of an official website. For example: The traditional role of educating elite and middle class venezuelans?, my parents were not even middle class and they got free college education at UCV (Universidad Central de Venezuela). I myself am an Engineer and went to college/university with several impoverished people, out of 50 in a class room, 30 were blow middle class. So yea, POV and Factual accurracy.
