Merger or redirect proposal 04/30/2021

I propose to merge/redirect Indang–Mendez Road and Mendez–Tagaytay Road into N402 highway (Philippines). The two articles are stubbish and only cited by non-independent source (DPWH, who is heavily involved in the creation of the Philippine highway network).
In accordance with WP:GEOROAD, "topic notability for county roads, regional roads (such as Ireland's regional roads), local roads, streets and motorway service areas may vary, and are presumed to be notable if they have been the subject of multiple published secondary sources which contain significant coverage and are reliable and independent of the subject."
While these two roads may be considered as national highways as these form components of N402 (a national secondary highway), these are more of regional or local roads by real nature (the national highway designation is nominal only, like Balete Drive which DPWH has designated as a national tertiary highway). As these roads gained no significant coverage, it is better to have them merged or redirected to this article. It is better to expand the article on the route itself than its unremarkable components.
