edits to pachen lama section on April 30, 2011 unwarranted

edit

The original text presented synopsis of both sides of the debate. The edits left only the Chinese government's version and even removed the UN Human Rights Council efforts to substantiate the Chinese government's claim. I am going to replace the original information. I will try to reword it in the most neutral way possible in case Quigley felt the wording was leaning one way or the other. There was a missing section here from the uprisings 1987-1989; I made a section and I quickly pasted in text from another page and added a tag to main article. Just learned I should provide a note on talk, in addition to the edit summary note [1], about a good faith copy/paste: Copied content from 1987-1989 Tibetan unrest; see that page's history for attribution.
