I disagree with the sentence:

"it means that such a theory is not an effective field theory because it is well-defined at arbitrarily small distance scales."

If an effective field theory is approximated to low energies, it may well be possible for the remaining theory to have a UV fixed point. When adding higher correction for higher energy, of course, the theory will most probably not be renormalizable any longer, so that speaking of a UV fixed point becomes pointless. IMHO the difference between an effective field theory and a full theory is not it being "well-defined" at arbitrarily small distance scales, but it being "correct".
