"Around 65% of people live and work in West Berkshire"

According to the article, "Around 65% of people live and work in West Berkshire".

This is clearly not saying what it was meant to say - "65% of people" equates to about 4.5 billion people. However it's not clear what it is trying to say: "65% of people who live in West Berkshire also work in West Berkshire"? That seems unlikely too; wouldn't children, pensioners and people who elect not to work or are unable to work mean that less than 65% of West Berkshire residents work at all? Perhaps it's "65% of employed people who live in West Berkshire undertake that work in West Berkshire"? Or "65% of the West Berskhire workforce lives in West Berkshire"? Who knows?

As it's not cited, I plan to remove this text from this article and Newbury (UK Parliament constituency) where is also appears.
