Revert semantic overhaul of last year

I created/modified a number of these legal identifier templates a couple years ago. The primary purpose of an identifier template, which often uses {{cll}} as a base, is to be passed into the |id= parameter of a WP:CS1 citation template. These are not in themselves citation templates, and I don't think it is semantically correct to add such functionality. To make a citation of a case with a CELEX id, something like {{cite web}}, {{cite report}}, or {{cite act}} (or a new legal CS1 citation style) is appropriate, using {{CELEX}} in the |id= field.
