Update for text + url instead of base + number

Upgrade needed for text + url case (which doesn't require base and number), similarly to how it was done for {{sfn Legifrance}}. Currently, to generate a law link with text and law, we need to use dummy values for base and number. Mathglot (talk) 09:20, 31 January 2023 (UTC)Reply

Example; contrast these two:

...referred to in its preamble:^[1]
...make up the constitutional block.^[2]
