Cut the advertisement to non-members

Currently, the template contains the words "If you are not currently a member of the project, please consider joining it to help." This makes no sense to me. At Wikipedia, there are tons of things that need volunteers. Why would we direct the precious resource of people's time and dedication to an inactive wikiproject, of all things? There is no need to keep wikiprojects alive artificially; they come and go in a natural cycle. Wikiprojects are only a means to an end; if people abandon one of them, then it's well possible they did so for a reason; maybe it has served its purpose and is no longer needed, or the idea wasn't as good as it first seemed.
