@Espresso Addict I suppose that as long as it's not being resubmitted-declined-resubmitted-again enough, it's not doing any harm and will be G13'd eventually. Even in the case of someone resubmitting it repeatedly, it could be sent to MfD so as to delete the draft and remove any false hope. Maybe we should see draftspace (and userspace) as training wheels for new editors, and not worry too much about what goes on there (as long as it isn't obviously harmful, of course), in the hope that at least a few of the editors who have a less-antagonistic early experience of Wikipedia will become good contributors in time? Help with an article?

Hey, want to look into an article with/for me? The article in question is M. R. Mathias. Long story short, the guy doesn't appear to be notable. There aren't any good notability-showing sources in the page at all, honestly. The only claim to fame is being nominated for the Locus Poll Award, but I do have a bit of a question about that.

Now, Locus Awards are obviously going to give notability if you win. That's never in question. What I'm questioning is if this goes through a different process than the normal Locus Awards, as they only nominate books they've reviewed. The source used for this seems to imply that the Poll Award goes through a different process, namely that participants (the readers) can submit any book they want as long as it is the right genre, length, and year of release. Basically, if it's the normal process of nomination that means there may be a Locus review out there and possibly more. If it's the one I think it is, then there possibly won't be.

I'd edited this page some years back and meant to come back to it later, but never got the chance. I think I admittedly also didn't want to delete the page given his history of overcoming prison and drug addiction, as I am kind of hesitant in reaching out now about it. I just figure if we both can't find sources, then the guy unfortunately doesn't pass NAUTHOR and it can go to AfD. Which is my other reason for reaching out. I'm not on as regularly as I once was, so I'm hesitant to nominate articles for AfD. I don't want to nominate and then not keep up with any discussions on the page. Lately I've been good about getting on but I can't guarantee that I'll be able to keep that pace up. Would you be willing to nominate? @ReaderofthePack You're right. The man doesn't appear notable. A before search doesn't turn up much, and of course, the sources actually in the article aren't that great, either. If someone still living/recently deceased is this low-profile, it might be best to either get the article draftified/redirected/deleted at AfD, particularly if they've already overcome a lot in their life; we don't want someone to unexpectedly get a higher profile, which can bring its own issues. Fame is no pleasure cruise.

@Espresso Addict I have a more nuanced view; deleting an article that could get improved to mainspace-quality is pretty BITEy, but draftifying an article with a snowballs chance in Hell in getting to mainspace quality simply adds to the AfC backlog (or the creator just moves it back to mainspace, causing additional issues). Draftifying such an article might be interpreted as dishonest to boot. WP:DRAFTIFY more or less agrees with me; under "Reasons not to move to draftspace," #4 states There is no chance that the article can be improved to the point that is suitable for mainspace; problems that can't be fixed are reasons for deletion.

There's a problem with being an admin responding to speedies, especially on BLPs, that if you decline you leave a clearly unacceptable article in mainspace. I always try to leave a specific message for the creator linking the Teahouse in the hope that they can improve the draft, but experience suggests that often they never edit again. I'd interpret the text that you quote as meaning there was no notability, which imo wasn't the case here. Anyway, feel free to move it back, I won't object. Poking around there's no article for Mayor of Delhi, but it looks like the predecessor (a woman) has an article: Shelly Oberoi, and Municipal Corporation of Delhi has 20 million inhabitants, so not a small jurisdiction.

I have memories of UPEs from India in #wikipedia-en-help desperately wanting "their" drafts to be accepted Right Now; of course, paid editors (disclosed or not!) from elsewhere were often desperate as well, but there was an additional language barrier if they came from India, and they were reluctant to admit that English wasn't their native language, or to edit their native language Wikipedia (the English Wikipedia has better SEO). Perhaps you've had similar experiences somewhere?

I think admins generally receive less begging than AfC reviewers, from worry about the block button presumably (genuine worry, if the Fastily petition is anything to go by). The Indian stuff now all comes in perfect American Marketing Speech, courtesy of Your Neighbourhood AI, which is a bit disconcerting.

Good morning, I noticed that today you moved a page to draft space 37 minutes after it was created. Please be aware that WP:NPPHOUR is considered a best practice that NPP members are generally expected to follow. Pages are allowed to be worked on in main space and moving pages to draft space too quickly, before a user has a chance to complete it. These types of quick draftifies may be considered WP:BITEy behaviour and may push new contributors away, which is why we typically give them at least an hour since the last productive edit. During this time, the person may be looking up guidelines about referencing and/or searching for sources to add to the article. @Significa liberdade That I pause and wait until the article creator pauses before doing anything. Depending on the length of the pause, this can range from doing anything at all (gnoming, tagging) to avoid overly-confusing edit conflicts to what you're talking about (draftification, nominating for deletion, etc.) It isn't so dependent on literally putting on a timer for me.
We should probably have shorter grace periods for some topic areas (BLPs, currently existing organizations, etc.) than others (obscure town, population 100). In fact, there's a few people that might be inclined to say that all unsourced BLPS need to be BLPPROD'd, CSD'd, or draftified immediately, not that I'd agree with that. That concern should probably be raised on the NPP Talk page. As of September, there was a discussion about increasing NPPHOUR to NPP2HOURS or NPPDAY after individuals discussed frustration with people, including myself, who draftify articles shortly following the one hour mark. @Significa liberdade I disagree with drafitication being a "backdoor deletion" as well. A genuine backdoor deletion wouldn't allow the now-draft to be improved on Wikipedia. I also have concerns that NPRHOUR, if enforced too literally and strictly, can run afoul of "ignore all rules" and "Wikipedia is not a bureaucracy". Basically, we are required to look at the spirit of policies and guidelines, and understand why they're in place. I think this is more of an over-arching concern over the culture at NPP more than anything else.
FWIW, I think that someone can have their new page reviewer right yanked if they really are being too hasty, even without NPRHOUR. This would be under "Guidelines for revocation" #2: "The editor has demonstrated a pattern of failing to exercise sufficient care when reviewing pages, resulting in users being offended or discouraged (especially new users)." However, "failing to provide sufficient care" on a consistent basis needs to be proven first, per WP:AGF.
Also, some debate between immediatist/deletionist/ATDist folks like me (and possibly you) and eventualists/inclusionists has always existed on Wikipedia. I guess the debate is centering on draftspace at the moment. Needless to say, I'm not too enthusiastic about re-igniting another debate which may or may not get nowhere. I could open up a discussion about maybe NPRHOUR being more flexibly enforced (and possibly renamed), but "Be more flexible" can be fighting words at times. Since the last debate was so recent, perhaps things should cool off a bit first.
