As per below, the actual IP address is in the 98.158.240.0/20 block. This belongs to the Symantec proxy. You'll need to disable that and try again; you should be able to edit 24 hours after shutting down the proxy. If you have an exceptional need to use the proxy, WP:IPBE may be an option for you.
